After 44 days Congress finally passed a spending bill to reopen government without coming to an agreement on the expiring health care subsidy at the center of the Democratic filibuster. This makes a perfect score of 0-8 for the party that uses end-of-year funding as a leverage point to try to advance a policy. The new fiscal deadline is January 30th, just in time for NAW’s Executive Summit in Washington D.C., hopefully you will be joining us for the fun.

Washington returns to a normal pace of hearings, votes, and meetings as they try to conclude the first session of Congress. Their biggest priority is to consider the National Defense Authorization Act; the one bill Congress has managed to pass every single year. Meanwhile the President has not slowed down his actions on tariffs, even as the Supreme Court heard arguments on his authority to do so under emergency powers. While I do think the Court is likely to rule against the President in this instance, tariffs are something that President Trump still believes in and will continue to pursue even if the tools to do so are altered by the pending court case.
