The U.S. House of Representatives returned from their five-week August recess to try and play catch-up with the U.S. Senate and the White House. While the House was away, the Senate passed a short-term funding bill to keep government running until December 11, as well as a new Russia sanctions bill. Other agenda items in September include an attempt at a third reconciliation bill, and authorizations for the U.S. Department of Defense, farm programs, and surface transportation. This will be a short sprint, with Congress expected to leave again in October to campaign for the November 3 elections. Moving quickly is not something the House is especially good at, and many of those items are likely to slide into the lame-duck sessions after Election Day.
