The Maryland General Assembly’s 2026 session was shaped by a focused set of priorities: affordability, immigration policy and rising utility costs. Lawmakers moved quickly to address a projected $1.4 billion budget shortfall, ultimately passing a balanced budget of just under $71 billion without broad-based tax increases. To close the gap, policymakers relied on targeted spending reductions, fund transfers and agency-level cuts while preserving investments in core areas such as education, public safety and economic development. The budget continues to reflect Gov. Wes Moore’s (D) broader economic strategy, emphasizing infrastructure, housing and high-growth industries, though concerns about long-term fiscal sustainability remain. At the same time, the session underscored a more constrained fiscal environment ahead, with future decisions likely shaped by ongoing revenue pressures and competing priorities.
