As 2026 legislative sessions begin, nearly every state will convene except Montana, Nevada, North Dakota, and Texas – against the backdrop of high-stakes midterm elections. With contests for the U.S. Senate, U.S. House, 36 governorships, 30 attorneys general offices and thousands of legislative seats occurring in the coming year, lawmakers face a packed agenda shaped by economic uncertainty, technological disruption and growing public demand for affordability and safety.

Democratic victories in the New Jersey and Virginia gubernatorial races, paired with legislative gains in those states, as well as a historic Miami mayoral win, have energized the party. Democrats are doubling down on cost-of-living and consumer protection initiatives, positioning these as central to their message ahead of November’s elections. Republicans, meanwhile, are expected to maintain alignment with President Trump’s policy priorities at the federal level.
