In D.C. there is a timeless battle between the chambers of Congress going back to George Washington, who many believe was the first compare the Senate to a “saucer” to cool the hot coffee that is House legislation. As a former staffer in both chambers I have seen it from all sides, either impatiently waiting for the Senate to pass legislation, or calmly explaining to the House that while the lower chamber passes laws, the Senate makes law. The tradition continues: After a flurry of congressional mark-ups, meetings, and votes to pass the “One Big Beautiful Bill” the Senate has slowed things down, is relitigating ideas, pondering new opportunities and frankly taking their sweet time to plot the next steps. From a lobbyist viewpoint it is opportunity and peril, to hold on to the many victories we gained in the House-passed tax bill without losing ground in other areas. Arbitrary deadlines like July 4th recess often help hurry the Senate along, but they just as often blow through them. With so much economic uncertainty in the markets right now, the Senate moving with haste to give businesses permanence in the tax code would go a long way, and we are pressing them to do so.
