The leaders in Congress are having a difficult time wrangling their members to move any legislation. This isn’t a new phenomenon, but this is a record setting year for dysfunction. We have had multiple government shutdowns. Republicans needed to resort to the unprecedented procedure of using budget reconciliation to fund Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE). Government is finally funded for FY2026, but this is the longest they have gone to complete a process that was supposed to be finished in September 2025.
That dysfunction is reflected in public opinion, this is now the least popular Congress since Gallup started tracking approval ratings.
