Don Sovie


Donald E. Sovie is a partner in the law firm of Crowell & Moring, practicing in the firm's Orange County office. Don's practice focus is regulatory compliance and defense, with specialization in the U.S. Foreign Corrupt Practices Act(“FCPA”), government contracting, export controls; security matters and with substantial experience in responding to grand jury investigations. Don has 30 plus years of experience in U.S. Government contracting and compliance, conducting due diligence assessments and internal investigations, and advising the corporation regarding corrective actions and satisfaction of corporate responsibility matters. In his practice, Don regularly provides advice, due diligence assessments and represents companies with expanding global business subject to U.S. export controls, FCPA compliance and Federal Acquisition Regulations. These matters frequently require internal investigations, oral or written advice to the senior officers of the company or Board of Directors regarding best compliance practices, corrective and preventative actions, remediation, cooperation with government agencies and defense of the company’s past practices. Prior to joining Crowell & Moring, Don was an Associate Counsel with Ford Motor Company. At Ford, he provided legal advice and drafting for international sales of defense articles by Ford Aerospace, involving use of foreign agents, consultants, contractual joint ventures for off-shore business activity, and engaged in on-the-ground negotiations outside the U.S. with both public and private entities for major weapon system programs and agreements with local industry participants. His experience with business outside the U.S. informs his judgment and sensitivity to real world business practices giving rise to FCPA risk. Early in his career he served as an Army JAGC prosecutor and defense counsel, specialized in procurement matters, served in Viet Nam and Germany and was promoted to positions of increased responsibility as a JAGC attorney, senior trial attorney and advisor to the Assistant Secretary of the Army (Research, Development & Acquisition). Don opened the Orange County office of Crowell & Moring in January 1991 where he maintains a substantial practice counseling on matters of compliance with Federal law and regulations, and representation in related civil and criminal proceedings. He has successfully resolved criminal enforcement actions and responses to investigations and subpoenas from offices of the District Attorney, United States Attorney, and the U.S. Department of Justice. Don is an active member of the American Bar Association (Sections on Criminal Justice, International, and Public Contract Law), the State Bar of California (Sections on Criminal Law and International Law), and the National Contract Management Association. Don is a Board Member of the California Chamber Council for International Trade, and the Southern California Region District Export Council-By appointed of The Secretary of Commerce.
