What a difference a year makes!  Last April the President and Congress were riding a huge wave of popularity, their legislative agenda on the way to successful completion, and pundits were writing obituaries for the Republican Party.   Barely a year later, approval ratings for the President and  Congressional Majority have plummeted, the legislative agenda has stalled, and some of those pundits now say the GOP is not only still alive, but could possibly take back one or both houses of Congress this fall.  Making predictions in this climate is risky business, but we'll take another look at the crystal ball to see what's likely to happen between now and the critically-important mid-term Congressional elections in November.
